Proposal: [2603 Grant Proposal] Rootstock India

Vote: Against

Rationale: We voted against this proposal as it was submitted onchain without going through the full delegate feedback process. We understand the intention behind this initiative, especially with Devcon taking place in India. However, the current KPIs for builder onboarding feel somewhat broad and do not yet clearly translate into measurable onchain impact.

We would also encourage a bit more clarity on how the initiative is specifically tailored to Rootstock, to ensure strong alignment and ecosystem understanding beyond a general approach.

Proposal: Introduce a 90% Maximum Allocation to Backers to Ensure Builders Retain Meaningful Rewards

Vote: For

Rationale: We see this as a positive first step toward improving incentive alignment between builders and backers, but it is not a substantial solution for long-term value creation. Given that backers were previously able to receive up to 100% of rewards based on how much builders chose to share, this adjustment is relatively incremental. It mainly acts as a safeguard to ensure both builders and backers retain some share based on their contribution.

For the long term, we want to see a more robust mechanism that reflects actual performance. Ideally, this includes a contribution or scoring system for builders, so backers can choose based on measurable impact. We understand the Lab is already working in this direction.
