Blockscout Global Wallet – M3 Final Milestone
Vote: FOR

Rationale: I support this final milestone payment. While the pilot faced adoption challenges, the team delivered the core infrastructure, reported the results transparently, and significantly reduced the final request to reflect the actual scope completed. This seems like a fair and proportionate way to close the grant.

[2606 Builder Activation] Stelios & Mick (Geyser Team)
Vote: FOR

Rationale: Stelios and Mick have already demonstrated their ability to execute on Rootstock through the completed All-or-Nothing grant and their live, open-source fundraising infrastructure. Their tools are already being used in production, generate measurable onchain activity, and can support fundraising use cases beyond Geyser. I support their activation.

Proposal: [Grant 0708] Recognized Delegate Compensation - July 2026
Vote: FOR
Rationale: The proposal distributes July compensation to eligible recognized delegates in line with the program’s established criteria and reported participation.

Proposal: dZap — One-Click RIF Staking on Rootstock
Vote: Against

Rationale: Voting against due to the errors in the onchain submission, including the proposal format, requested amount and rBTC being used instead of USDRIF. This vote is against the current submission, not the underlying dZap proposal, which can be corrected and resubmitted.

Name: SwaptoX M3 Funding

Vote: FOR

Rationale:
The clarifications provided since the M2 review are enough for me to support moving into M3. The remaining work is now better defined, and I do not see a reason to hold back the next milestone while the outstanding verification work continues in parallel.

My support for M3 is not a sign-off on M2 as fully complete. The security-related items and final audit path still need to be evidenced and closed out properly before the grant itself can be considered complete.

For now, I am comfortable voting FOR and reviewing those remaining items as they are delivered.

Proposal: JXLabs Builder Activation
Vote: FOR
Rationale: JXLabs has demonstrated consistent execution on Rootstock, delivering audited products to mainnet. Builder Activation is a reasonable next step, shifting support toward ongoing, performance-based backing rather than another upfront grant.

Name: Boltz Builder Deactivation
Vote: FOR
Rationale: Boltz has ceased operations, so formally deactivating the builder and removing it from Collective Rewards is appropriate. We thank the Boltz team for its contributions to the Rootstock ecosystem.

Name: 1delta Intents — Permissionless Solving on Rootstock
Vote: FOR
Rationale: 1delta addresses a clear liquidity and execution problem on Rootstock with a credible permissionless architecture and a team with a solid DeFi track record. The proposal has materially improved following delegate feedback, with stronger milestone gates, independent solver requirements, audit remediation, and a significant final holdback. The $35k budget appears reasonable for the scope, while the current vote releases only the initial $3k tranche. Demand validation and the final audit scope should continue to be monitored before subsequent milestones, but the grant structure sufficiently limits treasury risk at this stage.

Proposal: [2508 Grant Milestone 3] Winks.fun: On-chain actions on Rootstock within Twitter

Vote: Against

Rationale:

The progress made on M3 is acknowledged, particularly the live DOC minting integration and the verified on-chain attribution mechanism.

However, the agreed 30-day adoption targets remain unverified. Given that this is the final milestone, releasing the full payment at this stage seems premature.

A more appropriate approach would be to release $900 upon approval and retain the remaining $8,100 until the adoption targets are independently verified.

The concern is not the technical progress achieved, but ensuring that the final payment remains tied to measurable outcomes.
