In this comment, we’re sharing the final version of the proposal to be carried out, in line with the feedback and suggestions made throughout the forum.
Fund the NetX State platform MVP on Rootstock and support the first local node activation representing Rootstock.
NetX State is a social network connecting regenerative communities, startups, and VCs through decentralized technology and Web3 governance. Each local node activates circular economies, improving environmental, economic, and social outcomes. These activations will integrate Bitcoin and Rootstock as foundations for open, inclusive, and sustainable local economies.
This proposal seeks funding to launch the first version of the Regenerative Governance Platform on Rootstock. Built with WakeUp Labs, the MVP will coordinate local Regenerative Projects (ReGen Nodes) managing tokenized RWAs and channel BTCFi flows into real-world impact.
Moreover, this grant will support the upcoming NetX State activation: Edge City Patagonia, where the first milestone of the MVP is gonna be achieved?.
- Gabriel Calvo (Co-founder): Legal-tech and decentralized governance expert, advisor on Special Economic Zones (SEZs) across Latin America.
- Franz Tuñez (Co-founder): PhD Candidate (USAL/Humboldt/CONICET) in Decentralized Global Governance (Blockchain Ecosystem & Network States).
- WakeUp Labs: Technical Partner (former Rootstock team), leading Rootstock integration and smart contract development.
- Juan Pablo Zaninetti:Tokenomics architect with experience in incentive-aligned crypto models.
- Tom Crowder: Biz developer & social innovator, creator of youth hubs & surf/skate amenities, former Secretary of Tourism, Sports & Culture, shaping regenerative futures. Ex Red Bull, Apple & Surf Lakes LATAM.
Legal compliance: NetX State is incorporated as a legal entity with KYB/AML policies in place, ensuring compatibility with Rootstock standards.
4.1 Milestone 1 – Market Research, Product Design, and Architecture Definition
$12,500 USD – 4 weeks
Foundational preparation and definitions for the proper development of the regenerative governance platform (v1) on Rootstock, including market research, product design (Figma wireframes), and architecture definition.
Deliverables:
- Figma Wireframes.
- Technical Architecture definition document.
- Market Research.
4.2 Milestone 2 – Core & Smart Contracts Development
$12,500 USD – 4 weeks
- Governance & Treasury Contracts.
- Back end & core modules development.
- Design and deployment of the governance and treasury framework for NetX State’s regenerative nodes.
- Includes DAO voting mechanisms, treasury allocation logic.
- Ensures compatibility with Rootstock standards and allows for modular adaptation, extension, or creation as needed.
Deliverables:
- Governance contract deployed on Rootstock Testnet.
- Treasury contract functional on Testnet.
- DAO voting mechanism (proposal creation and execution) tested with mock data.
4.3 Milestone 3 – Front-End Development, Production Rollout, and QA
$12,500 USD – 4 weeks
Web Platform MVP
- Development of a functional web platform integrating the governance UI, treasury dashboards and metrics.
- Full connection between front-end and deployed smart contracts on Rootstock.
- Focus on usability, performance, and compatibility with Rootstock tools.
Quality Assurance
QA process to identify and eliminate visible bugs across the platform before rollout.
Deliverables:
- Fully functional MVP frontend connected to Rootstock Mainnet.
- Beta version of user and technical documentation, including architecture overview.
- Public announcement and walkthrough published via Rootstock communication channels (e.g., blog, X, or community call).
- Completed QA checklist with resolved issues logged and tracked.
- The MVP relies on proven, audited standards (OpenZeppelin Governor + Timelock) instead of building fully custom contracts and will undergo internal audits proportional to TVL. External audits are planned once adoption and TVL growth justify the investment, balancing security with a lean MVP scope.

4.4 Milestone 4 – Representation at Edge City Patagonia – $11,250 - 4 weeks
Regen Haus by Rootstock at Edge City Patagonia – $11,250 to fund 3 Rootstock Collective Scholarships, which still include premium double accommodation, breakfast, Edge entrance tickets, and full access to all activities. This amount also includes an operational reserve for our coordination efforts.
We propose that these three ambassadors be active members of either the Rootstock Core team or the Collective.
The main objective throughout the month is to accelerate progress on Milestone 1 – Market Research, Product Design, and Architecture Definition, taking full advantage of the presence of global leaders from Edge City, ReFi DAO, ReFi Coordination, AgroForestDAO, and other key actors from the ReFi/Regen ecosystem.
Additionally, raising awareness about the Rootstock community will be central. Through talks, shared experiences, and workshops, both our team and the selected scholars will have the opportunity to present at our Regen Hub and throughout Edge City Patagonia — a valuable opportunity to bridge the ReFi-Regen ecosystem with Rootstock and Bitcoin.

These changes align our proposal with the Collective and strengthen the connection between platform development and the upcoming event, while also supporting brand awareness and community building for NetX State and Rootstock.

NetX State was created to provide a real governance layer for regenerative nodes across LATAM bioregions — connecting global startups, VCs, and impact investors to freely exchange and collaborate. By integrating Bitcoin and Rootstock as foundational technologies, the platform enables these collective actors to coordinate tokenized assets, community treasuries, and BTCFi flows into tangible impact.
The ultimate goal is to cultivate a cosmo-local marketplace for regenerative value creation, where capital and communities align to leave places and lives better than before.
There is currently no infrastructure that directly connects regenerative communities with decentralized governance and crypto capital. NetX State fills this gap, becoming Rootstock’s and Bitcoin’s entry point into Regenerative Finance and the emerging Network State movement.
This proposal funds the MVP development while ensuring Rootstock’s presence in Edge City Patagonia positioning it at the heart of ReFi with real adoption, strategic visibility, and global narrative leadership.
