Fund the NetX State platform MVP on Rootstock and support the first two local node activations representing Rootstock.

NetX State is a social network connecting regenerative communities, startups, and VCs through decentralized technology and Web3 governance. Each local node activates circular economies in its bioregion, backed by assets, participation, and regenerative impact — improving environmental, economic, and social outcomes. These activations also showcase Bitcoin and Rootstock as foundations for open, inclusive, and sustainable local economies.

This proposal seeks funding to launch the first version of the Regenerative Governance Platform on Rootstock (RSK), and to support two upcoming NetX State activations in Q4 2025: Edge City Patagonia and Devconnect Buenos Aires. Built with WakeUp Labs, the MVP will coordinate local DAOs managing tokenized RWAs and channel BTCFi flows into real-world impact.

4.2 Milestone 2 – Core & Smart Contracts Development

  • Includes DAO voting mechanisms, treasury allocation logic.

  • Ensures compatibility with Rootstock standards and allows for modular adaptation, extension, or creation as needed.

  • Governance contract deployed on Rootstock Testnet.

  • Treasury contract functional on Testnet.

  • DAO voting mechanism (proposal creation and execution) tested with mock data.


4.3 Milestone 3 – Front-End Development, Production Rollout, and QA

Web Platform MVP

  • Development of a functional web platform integrating the governance UI, treasury dashboards, and RBTC staking interface.

  • Full connection between front-end and deployed smart contracts on Rootstock.

  • Focus on usability, performance, and compatibility with Rootstock tools.

Quality Assurance
QA process to identify and eliminate visible bugs across the platform before rollout.

  • At least 201 participants throughout the residency.

4.5 Milestone 5 – Representation at DevConnect Argentina

  • Shorter but more intensive implementation in Buenos Aires during DevConnect.

  • Targeted engagement with a select group of high-impact participants.

Community Engagement

  • Curated talks and activities highlighting Rootstock, regenerative governance, and the ReFi movement.

  • Networking opportunities with developers, partners, and ecosystem builders.

KPIs

  • Participation of at least 200 attendees across all activities.

  • Organization of one curated panel on the Platform experience at Edge City Patagonia, presented in the ReGen Hub during DevConnect.

  • Organization of one hands-on workshop on the Platform in the ReGen Hub at DevConnect.

7. Value Prop for Rootstock :seedling:
NetX State was created to provide a real governance layer for regenerative nodes across LATAM bioregions — connecting global startups, VCs, and impact investors to freely exchange and collaborate. By integrating Bitcoin and Rootstock as foundational technologies, the platform enables these collective actors to coordinate tokenized assets, community treasuries, and BTCFi flows into tangible impact.

The ultimate goal is to cultivate a cosmo-local marketplace for regenerative value creation, where capital and communities align to leave places and lives better than before.

There is currently no infrastructure that directly connects regenerative communities with decentralized governance and crypto capital. NetX State fills this gap, becoming Rootstock’s and Bitcoin’s entry point into Regenerative Finance and the emerging Network State movement.

This proposal funds the MVP development while ensuring Rootstock’s presence in two high-profile events — Edge City Patagonia and DevConnect Argentina — positioning it at the heart of ReFi with real adoption, strategic visibility, and global narrative leadership.

  • The total request of $60k feels on the higher end for an MVP stage. Could you help us understand how you sized the amounts, especially the $15k for Edge City Patagonia and $7.5k for DevConnect?

  • From our side, we usually see product-focused MVP milestones closer to max 25K. Do you see a path to streamline costs or phase the events separately?

  • Lastly, how do you envision measuring Rootstock-specific adoption and not just general ReFi participation during these activations?

We respond point by point:

1) About the budget
The $35,000 allocated to the “MVP” actually corresponds to the development of a functional platform on Mainnet, with smart contracts deployed, backend, frontend, and complete QA. It is not a demo, but an operational version ready to onboard users, record on-chain transactions, and manage community treasuries from day one.
The scope was defined together with WakeUp Labs, prioritizing a minimum viable but useful reach for real field testing.
If the amount represents a barrier, we are open to reviewing the scope and presenting an optimized version within the margins the community considers reasonable.

2) About specific Rootstock adoption
We will measure concrete indicators:

  • New addresses and wallets created.

  • On-chain transactions from the platform (payments, votes, treasuries).

  • Technical training on ecosystem tools (rBTC, DOC, rifUSD, contracts).

  • Dissemination of experiences through relevant ecosystem channels.

3) About the $22,500 for Edge City Patagonia and DevConnect Buenos Aires
These funds are intended for the first functional activations of the MVP to measure adoption and for the promotion and expansion of Rootstock in local and global regenerative communities.

Edge City Patagonia – $15,000
Allocation:

  • $10,000 – Rootstock Collective Scholarships
    4 full scholarships for Rootstock community members with a speaker/builder profile. Each grantee will actively participate in the ReGen Hub, leading a weekly talk about Rootstock and supporting in the prototyping of the platform.
    (Includes premium double accommodation, breakfast, access to all activities, and tickets for the full month of Edge City).

  • $3,000 – Brand Awareness & Community
    Actions to strengthen Rootstock’s visibility:

    • Production of audiovisual content (talks, interviews, impact capsules).

    • Presence at Edge City events and activities.

    • On-site diffusion materials and signage.

  • $2,000 – Operations & Community Treasury

    • Coordination, management, adoption reports, and documentation of learnings.

    • Coffee breaks and activity logistics.

    (Includes accommodation during DevConnect, access to all activities, and active participation in the Hub).

  • $2,500 – Brand Awareness & Community
    Visibility and positioning actions for Rootstock:

    • On-site diffusion materials and signage.

    • Bioregional walk and tree planting (investment in native trees) at the Buenos Aires Natural Reserve, in collaboration with the City Government’s sustainability areas.

    • Visit and collaboration at the community garden run by the women of Villa Rodrigo Bueno, including a workshop on onboarding to Web3, Bitcoin, and Rootstock.

We chose to build on Rootstock because we believe Bitcoin can be much more than a store of value: it can become a strategic source of financing for regenerative development in Latin America. This platform aims to open that operational channel, connecting BTCFi with physical infrastructure, community networks, and living territories.

As Bitcoin’s market power grows, so does the urgency to direct it towards sustainable, resilient, and regenerative ways of life. NetX State proposes exactly that: bringing Bitcoin down to earth to coordinate real impact — with traceability, transparency, and open technology. We’ve reviewed the docs and see that this reflects the compelling concept of a “Network State.” We would love to support this initiative as a valuable experiment of these innovative ideas. The timeline and overarching vision, to create circular urbanism in Argentina and encourage the government to lead the establishment of a Special Economic Zone for Regenerative Innovation, represent a meaningful step in expanding Bitcoin’s societal utility beyond a store of value.

Regarding the 2030 plan to launch a node in Calamuchita Valley: Will it primarily attract new residents or focus on the existing local population? If new residents, what incentives or infrastructure will retain them and ensure active governance participation? How will sustained engagement be maintained and voter fatigue prevented? The team mentioned tokenizing common assets, does this include carbon credits, and how will other environmental assets be integrated, verified, and utilized within the ecosystem?

Audit Plan
For this V1, we will conduct internal audits proportional to the TVL managed, ensuring secure deployment while keeping the budget aligned with the MVP scope. External audits are planned for later stages, once adoption grows and the TVL justifies the investment.

Contract Standards
The MVP will leverage existing, audited frameworks (OpenZeppelin Governor + Timelock) instead of building fully custom contracts. The originality of our approach lies in applying these proven standards to Rootstock’s ReFi use cases, ensuring both reliability and faster time-to-market.

rBTC Staking Clarification
We have removed all references to rBTC staking from the technical proposal — it was a terminology error. What we do plan is to ensure that the platform is fully compatible with key Rootstock ecosystem assets, including rBTC, DoC, MoC, RIF, and rifUSD, as outlined above:

The main objective throughout the month is to accelerate progress on Milestone 1 – Market Research, Product Design, and Architecture Definition, taking full advantage of the presence of global leaders from Edge City, ReFi DAO, ReFi Coordination, AgroForestDAO, and other key actors from the ReFi/Regen ecosystem.

Additionally, raising awareness about the Rootstock community will be central. Thank you for your proposal and for your revisions based on the initial feedback. We ourselves have had our fingers in the ReFi space, so we find the vision you paint quite exciting. We also know the team over at WakeUp Labs and can vouch for their work.

While the project’s potential is clear and we understand that ample backing could be the differentiator between achieving traction or not, the revised budget is as tamlerner mentions still significantly higher than what is typically distributed for MVP grants. Do you think there is any way to reconsider the scope to align with a budget closer to the $25,000 mark as an MVP to be built on? Another idea could be to unlock grant payments as milestones are achieved to a satisfactory level.

On another note, we again appreciate the vision painted in the Value Prop section, but would like to understand more practically how you see value flowing from this ReFi ecosystem back to Rootstock. Could you please elaborate on the potential ROI and how you see this proposal and its subsequent growth eventually contribute to Rootstock/the DAO from a monetary perspective?

On the MVP Scope and Budget

We appreciate the suggestion to adjust the scope to a $25,000 framework, but at this stage, we prefer to keep the proposal as originally presented. This version of the MVP represents a fully functional operational base — not a demo or mockup. It is the starting point for launching territorial pilots and attracting additional funding from grants, impact funds, and other strategic allies.

The scope was carefully defined together with WakeUp Labs to balance technical feasibility, real-world usability, and strategic projection. It also underwent a SWOT analysis that validated its solidity as a foundational phase. Reducing the scope would compromise our ability to test key hypotheses in real contexts, including governance, on-chain traceability, and community adoption.

That said, we understand the importance of efficient use of funds, and we are open to structuring deliverables by milestones to ensure visibility, transparency, and quality control throughout each development phase.

On the Value Flow Back to Rootstock

Our core thesis is that regenerative and territorial impact can only scale through public and decentralized infrastructure. Rootstock enables that over Bitcoin, providing both a strong monetary foundation and a mission-aligned ethos.

The ROI we propose for Rootstock/DAO includes:

  • Direct adoption: new wallets, on-chain transactions, and community treasuries.
  • Market expansion: rBTC used as a medium of exchange in local and global ReFi communities.
  • Institutional alliances: partnerships with municipalities and public entities open to crypto infrastructure for regenerative development.
  • Narrative positioning: Rootstock as the coordination backbone for emerging regenerative societies (Regenerative Innovation Zones, network cities, care networks, etc.).

4.4 Milestone 4 – Representation at Edge City Patagonia – $11,250 - 4 weeks

Regen Haus by Rootstock at Edge City Patagonia – $11,250 to fund 3 Rootstock Collective Scholarships, which still include premium double accommodation, breakfast, Edge entrance tickets, and full access to all activities. This amount also includes an operational reserve for our coordination efforts.

We propose that these three ambassadors be active members of either the Rootstock Core team or the Collective.

The main objective throughout the month is to accelerate progress on Milestone 1 – Market Research, Product Design, and Architecture Definition, taking full advantage of the presence of global leaders from Edge City, ReFi DAO, ReFi Coordination, AgroForestDAO, and other key actors from the ReFi/Regen ecosystem.

Additionally, raising awareness about the Rootstock community will be central. Through talks, shared experiences, and workshops, both our team and the selected scholars will have the opportunity to present at our Regen Hub and throughout Edge City Patagonia — a valuable opportunity to bridge the ReFi-Regen ecosystem with Rootstock and Bitcoin.

New Expected Results:

  • +201 participants in ReGen Hub activities.

  • Active coworking/residency space with 25 simultaneous participants.

  • 2 weekly talks & workshops about Rootstock + platform.

  • 1 community event (opening barbecue and closing of the residency).

  • Collection of ReFi leaders’ feedback and recommendations to iterate the platform.

NetX State was created to provide a real governance layer for regenerative nodes across LATAM bioregions — connecting global startups, VCs, and impact investors to freely exchange and collaborate. By integrating Bitcoin and Rootstock as foundational technologies, the platform enables these collective actors to coordinate tokenized assets, community treasuries, and BTCFi flows into tangible impact.

The ultimate goal is to cultivate a cosmo-local marketplace for regenerative value creation, where capital and communities align to leave places and lives better than before.

There is currently no infrastructure that directly connects regenerative communities with decentralized governance and crypto capital. NetX State fills this gap, becoming Rootstock’s and Bitcoin’s entry point into Regenerative Finance and the emerging Network State movement.

Interesting Network State trend related project.

I think at $60k total, the values are rather large.

Milestone 1 I feel like these should be done as part of the project inception, before raising any funds. Along with understanding the market, figuring out the Product and Market fit, basic concept and a mock-up/wireframe, which can be evaluated for raising funds.

Also found milestones 4 and 5 at $22.5k for both, too high.

I failed to form a clear vision on how this project impacts Rootstock usage, TVL, and ecosystem growth.

I’d suggest the team to look for an accelerator program, those run for ~12 weeks and provide extensive support so the team figures out the product, market and technical details, prepares presentations and pitch, and gets ready to raise funds.

And/or look for support in Network State interested communities.

Just to clarify — I think you’re looking at an older version of the proposal.
Several members of the community shared similar thoughts, and based on that feedback we made substantial adjustments to both the milestones and budget structure.

You can find the final version further down in the thread, where the updated scope and Rootstock impact are clearly detailed.
Those suggestions you mentioned (about inception work, cost optimization, and clearer alignment with Rootstock metrics) were already implemented in this latest version.

That said, I’d still be very interested in learning more about the accelerator program you mentioned — could you share some details or a reference?

At some point back then I was also a builder and trying to raise capital.
What I found out is the expectation bar for what a project to be funded needs to look like has increased a lot in recent years, in high Fed Funds environment. Overall, stakeholders don’t want to fund projects based off ideas and bold presentations. Overall “early stage” nowadays means having an MVP with proven traction, product-market fit and a vibrant comunity.
Mind you, I’m not saying this is what I expect here. I’m just sharing what my hard experience was back then.

What I found as alternative were accelerator programs, typically 12-month programs with full-stack mentorship, from marketing and product, through engineering, to preparing pitch decks and getting ready for the first raises. Sometimes they came with some financial or indirect financial support.
Different institutions offered them.

  • There was Mantra’s RWAccelerator program in partnership with Google, including mentorship with Google engineers and $200k in Google cloud credits. (That was before Mantra crash, it’s not available anymore)
  • There were Outlier Ventures Bootcamps, same multi-week mentoring, and $50k-100k funds. These are VERY competitive and VERY hard to get approved.
  • At some point there was program from IOSG Ventures based on partnership with specific blockchains.
  • There was a similar program by Infrastructure Ventures
  • And there was Thrive Protocol, somewhat similar, but not quite the same.
    Just to name a few.
